Consultancy needed for Prudent Financial Management
The Sierra Leone Maritime Administration (SLMA) is an autonomous body responsible for the registration of ships and other vessels, the licensing and safety of maritime personnel, protection of the marine environment and for the regulation and development generally of maritime, coastal and inland transport and for other matters connected therewith.
The Administration’s mission is to regulate and develop improved standards of performance, practice and safety in the shipping industry in Sierra Leone, including the inland waterways transportation and protection of the marine environment.
The Administration is seeking a consultant to provide financial leadership to support the administration in achieving its vision and mission.
Terms of Reference
Create long-term finance department strategic plans which aligns with the administration’s strategic direction
Manage all financial aspects of the administration
Oversee business financial management and ascertain areas which need improvement
Assess the financial risk of any and all operations, investments, and innovations
Collaborate with other departmental heads about budget, commercial opportunities, capital expenditure, investment opportunities and divestments
Create and execute the business investment strategy, monitoring and adjusting for risk when necessary
Manage the financial team including coaching and developing employees and team for a more effective skills-set and working environment
Ensure impeccable and detailed financial records; oversee that taxes and record filing are done correctly and fully meet government standards
Identify patterns in administration’s spending and revenue, create and propose solutions to any problem areas
Conduct internal financial audit
Liaise with stakeholders, providing advise and progress report
Communicate with outside financial entities on behalf of the administration
Qualifications, Experience and Key Competencies
ACCA – Professional level or part qualified
At least five years (5) of relevant experience in Finance and other related fields
Knowledge in QuickBooks Accounting Software in addition to Microsoft office especially Ward, Excel and PowerPoint
Demonstrate competence and excellent knowledge of Taxation, NASSIT and other statutory obligations
Proficiency in French will be an added advantage
Demonstrate ability to work and negotiate successfully with multilateral organisations, senior government officials and senior staff of international organisations including financial institutions
Proven ability to provide effective leadership, proactive in developing strategies and a strong demonstrable record of delivering results
Strong managerial and supervisory skills
Strong communication skills – oral, written and presentation
Management - the consultant will report directly to the Executive Director SLMA

- Maintaining computers, printers/scanners and conducting daily/monthly checks to ensure that maintenance tasks have been executed;
- Responding to daily requests to modify email addresses;
-Capitalising data and procedures related to the use of IT resources and networks and communicating this information upstream to line management
- Ensuring that all the mission’s equipment are coded and register into the mission equipment list
- Resolving everyday user problems;
- Providing users with software support for sharing files, emails etc.;
- Suggesting IT resources that could be implemented to improve user work efficiency in accordance with ACF standards;
- Reporting problems encountered and solutions implemented
- Ensuring that the mission's means of communication are operating correctly and monitoring them;
- Performing regular tests on their usage
- Training users on equipment and applications;
- Training users on the use of IT equipment and software.
- Training users on the correct use of IT resources, NAS server, and respecting IT security rules;
- Training users (particularly log team) on the correct use of Telecom means (Radio, Satellite, internet
Qualifications required:
- BSC Degree or Diploma incomputer engineering, Networking etc.
- Knowledge of CISCO or any other professional ICT Courses
- 3-5years professional experience in related activities with international organizations
- Good knowledge of the Windows operating environment (Windows 7, Windows 10) and Microsoft Office (2010& 2016)
- Good knowledge of IT equipment and repairing technical IT problems
- Good knowledge of networks and wireless technologies.
- Good knowledge of system and network security
