SPECIFIC PROCUREMENT NOTICE FOR SIERRA LEONE’S HYDROLOGICAL GROUNDWATER MAPPING (CONSTRUCTION OF THREE (3) EXPLORATORY BOREHOLES)

World Vision International Sierra Leone (WVISL) has been operational since 1996 assisting communities with various interventions in health, education, child protection, water & sanitation and livelihoods.

Applications are requested from suitably qualified Sierra Leoneans to fill the position of ‘Programme Effectiveness Director’– Freetown
PURPOSE OF THE POSITION:
To lead a team responsible for Programme Effectiveness through the development and implementation of the National Office Strategy, technical oversight of programme areas, to ensure quality assurance in the design, monitoring, and evaluation of programs and projects in alignment to World Vision standards and industry best practices.

MAJOR RESPONSIBILITIES:
- Lead the development on implementation of the National Office Strategy; and successful implementation of design, monitoring, and evaluation in World Vision Sierra Leone country programs
- Ensure adequate human and technical resources are available to implement National office objectives; promote the alignment of sector business plans so to meet strategic objectives
- Help build capacity of field level staff and strengthen the skills of the Programme Effectiveness team so that capacity of field level operational staff and Programme Effectiveness staff is enhanced to deliver quality programming
- Engage externally at national level and internally thereby encouraging active participation and representation.
- Ensure technical standards are defined (understood), and appropriate systems are applied in programmes and projects, technical standards and processes developed to aid project implementation at the field level.
- Develop simple and contextualized tools for proper delivery on Design Monitoring and Evaluation processes (assessment, designs, monitoring and evaluation, reflections, etc) for the support to quality assurance in programmes; ensuring Child Protection is mainstreamed into Design Monitoring and Evaluation processes, and all programmes and projects.
- Effectively supervise and mentor the Risk Manager, Gender and Advocacy Manager, Livelihoods Advisor, Design Monitoring and Evaluation Manager and Knowledge Management and Systems Manager.
- Lead research and learning on various program, projects, and document best practices to enhance effective program and project implementation.
- Ensure adequate tools are in place to monitor and document impact in all programme areas. Facilitate information management and flow to ensure a smooth working relationship with other departments.
- Ensure adequate and timely follow up and tracking of all audit recommendation relating to your Function as agreed in the Management Response and champion Child Safe Organizational practices (e.g. children are not hired to execute World Vision projects, report/refer cases of abuse perpetrated by staff and non-staff ...etc)

QUALIFICATIONS: EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Educational level required: A Master’s Degree in development Studies or Social Sciences or equivalent
- Experience: Minimum of 5 years’ field working experience on Design Monitoring and Evaluation and programme management.
- At least seven (7) years progressive experience in the humanitarian and development sector
- Strong skills in research methodology, and application of data analysis using computer programs.

AAH interventions in Sierra Leone aim at improving the nutrition security of the population, with particular focus on children under-five and pregnant and lactating women. AAH aims at doing so by implementing multisectorial programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. Action Against Hunger has also an integrated advocacy strategy in the mission that cut across all the sectors.
Action Against Hunger is recruiting its new Logistics Manager to assist in the implementation of it logistics strategy and policy in Freetown to ensure good logistical performance and provide the best possible support to other departments in Freetown.
You are required to supervise the energy sources and vehicle fleet management: maintenance, planning, monitoring costs, administrative aspect (insurance, documentation.
He is to coordinate with electricians at local and HQ level to ensure stable and safe power supply, carry out energy safety assessments under the supervision of his/her line manager when required.
He/she is to ensure conformity with Action Against Hunger procedures at each stage of the supply chain process.
You are require to follow up on repairs and maintenance tasks on the buildings and ensure timely submission and relevance of procured materials to support those activities.
He/she is to carry out regular security assessment of compounds, ensure that buildings are compliant to security SOPs (including presence of adequate equipment: fire extinguishers, first aid kits, etc).
QUALIFICATIONS
- Degree in Logistics, Business Management or related fields, or
- Professional experience at middle level logistics management
- Minimum 3 year’s working experience
- Capacity to communicate with people
Required Competence and Skills:
- Good knowledge of the local languages and culture
- Strong knowledge and experience of logistical processes.

Action Against Hunger is recruiting its new Program Manager to establish and manage Food Security and Livelihood, and Health and Nutrition programme within western area.
You are required to formulate project proposals with other areas of technical expertise with a view to develop shared and integrated approaches.
He/she is to compile a regular summary of indicators for his/her programme (APR etc) and make it available to the authorities and local agencies (local NGOs and ministries of health, WFP, Unicef etc).
He/she is represent Action Against Hunger at the level of the programme and the grographical area of intervention in regional coordination meetings, meetings with the authorities and visits by funding bodies and partners.
You are require to share information on a regular basis with those responsible for psycho-social programme, food security and livelihood interventions and WASH in order to promote the development of an integrated approach.
He/she is to ensure the inclusion of boys, girls, women and men in all project implementation stages, especially in AAH supported communities.
QUALIFICATIONS
- BSc in Nursing, Public Health, Nutrition and Dietetics
- 5 years professional experiences in managing health and nutrition programme.
- Knowledge on program design and donor reporting
- Experiences in working with MOHS entities
- Budget management skills
