The Director General of National Social Security and Insurance Trust (NASSIT), Mohamed Fuaad Daboh, has presented the policy draft of the proposed Informal Sector Workers Scheme to the Minister of Employment, Labour and Social Security, Mohamed Rahman Swaray.
The presentation, held yesterday Wednesday 16th April, 2025 at the Ministry’s Conference Room, marked a key step in expanding social security coverage to informal sector workers nationwide.
In his statement, the NASSIT DG, Mohamed Fuaad Daboh, highlighted the significance of the policy in promoting social inclusion and

protecting the livelihoods of workers outside the formal employment structure.
The DG noted that the policy was developed through extensive consultations with stakeholders, ensuring that it reflects the needs of the target groups, adding that the idea of the Informal Sector Workers Scheme has been his focus to achieve.
Mr. Daboh expressed gratitude to the Committee for putting together the proposed policy and informed the Minister that the International Labour Organization (ILO) Office in West Africa has also been served the document.
Receiving the draft policy, the Minister of Employment, Labour and Social Security, Mohamed Rahman Swaray, praised NASSIT’s initiative and reaffirmed the government’s commitment to safeguarding all categories of workers.
"Under the leadership of NASSIT DG, he has successfully addressed critical issues of social protection," the Minister said, adding that “Sierra Leone is ahead of other countries to enroll the informal sector scheme. We are taking practical steps to roll out the scheme."
Mr. Swaray spoke about working with the Law Officers Department to put the legal document together, while he reaffirmed his commitment to the process and congratulated the Steering Committee for a job well done.
Minister Swaray said His Excellency President Julius Maada Bio will be pleased about the Informal Sector Workers Scheme policy which he described as a blueprint.
Members of the Steering Committee comprised representatives from line ministries including the Ministries of Labour, Trade, Economic Planning and Development, Youth Affairs, Law Officers Department, Social Welfare, amongst others.
