After overseeing the successful commissioning of the state-of-the-art Sewa Grounds Market by His Excellency, Dr. Julius Maada Bio, the Director General of the National Social Security and Insurance Trust, Mohamed Fuaad Daboh, has signed a landmark memorandum of understanding with the Africa Finance Corporation. Mr. Daboh, who is a founding member of the Africa Social Security Association (ASSA) and also a member of the Governing Council, was representing the Chairman of the Association, Nassar Shaaban Ameir who is also the Managing Director of the Zanzibar Social Security Fund.
The ceremony, which took place in New York on the 22nd of September 2025 on the sidelines of the United Nations General Assembly and hosted by the Africa Finance Corporation, aimed to support the Africa Social Security Association (ASSA) in strengthening its institutional capacity and expand its influence to drive Africa’s infrastructure agenda.
Signing the MOU on behalf of the Africa Social Security Association, Mr Mohamed Fuaad Daboh expressed his appreciation and gratitude to the Africa Finance Corporation for their willingness to collaborate with the ASSA in its drive to establish an Infrastructure Investment fund for Africa that aims to address Africa’s infrastructure funding gap by investing in transportation, energy, water and sanitation, and telecommunication networks.
He added that as one of Africa’s leading financiers and Pan African multilateral development finance institutions, the Africa Finance Corporation’s commitment to supporting the ASSA in strengthening its institutional capacity is unparalleled in the history of social security.
“This will contribute to the economic growth in our nations,” Mr Daboh affirmed.
The President and Chief Executive Officer of the Africa Finance Corporation, Samaila Zubairu, noted that his organisation stands ready to launch a collaborative research programme to “assess African pension regulations and identify policy frameworks needed to channel long-term savings into infrastructure investment.”
Meanwhile, the NASSIT Director General will be attending the World Social Security Forum organised by the International Social Security Association (ISSA) in Kuala Lumpur, Malaysia, from the 29th of September to the 3rd of October 2025, during which he will speak on the impact of social security on the socio-economic development of Sierra Leone.
In addition to serving as a Panelist in the ISSA Guidelines on Good Governance session, Mr Daboh will also hold high level meetings with key officials and experts in social security, especially in the area of social protection for the informal sector, as he is assiduously working towards the establishment of the Salone Informal Sector Pension Scheme.
