Terms of Reference
A. INTRODUCTION
The Ministry of the Environment and Climate Change (MoECC)n in collaboration with United Nations Development Program is implementing a six-year Global Environmental Facility (GEF) funded “Sustainable and Integrated Landscape Management of the Western Area Peninsula(WAP). Project aims at strengthen conditions for the sustainable and integrated management of multiple-use landscapes (piloted in the WAP landscape) to protect globally significant biodiversity, safeguard ecosystem services generating local and national socio-economic benefits, and advance towards land degradation neutrality.
The project is implemented in the Western Area Peninsula National Forest Protected Area. The Western Area Peninsula (WAP) is located in the extreme west of Sierra Leone It is a multiple-use landscape (69,820 ha) dominated by moist closed forest occupying a narrow chain of hills (highest point 900m) surrounded by a thin coastal strip that lines the peninsula to the north, west and south. Forming part of the Upper Guinean Forests of West Africa Biodiversity Hotspot, the landscape includes two Key Biodiversity Areas (KBAs). The first is the Western Area Peninsula Forest National Park (WAPNP). The rest of the area is occupied by mangrove forest which is largely located at the northeast of the peninsula but also in isolated patches along the western coastal stretch of about 200km, the Banana Islands, and Bureh Town forests of the peninsula. The mangroves at the northeast of the peninsula are part of the Sierra Leone River Estuary (SLRE), which is an internationally recognized KBA and Ramsar site. The WAPNP hosts 80-90% of Sierra Leone’s terrestrial biodiversity, and the forested surface of the WAP acts as the main water tower for the country’s capital Freetown. The SLRE is the site of the world’s third largest natural harbor, and its wetlands comprise 19% of the country’s mangrove forests.
The project focuses on three thematic components;
Component 1: Systemic and Institutional Capacity for ILM
Component 2: Demonstration of ILM implementation on the ground
Component 3: Innovative Financing
Component 4: Gender Mainstreaming, Knowledge Management and M&E
In this regard, the WAP project would like to hire the services of a consultant to develop resource mobilization strategy that provides an overview of Conservation Trust Fund (CTF), potential funding and resource mobilization opportunities aligned with the mandates of National Protected Area Authority (NPAA), under the Ministry of Environment and Climate Change (MoECC) and other Ministry Departments and Agencies (MDAs) (especially for EPA, TACUGAMA and EFA). Formulate recommendations for funding opportunities that support ILM, conservation of biodiversity especially the Western Area Peninsula National Park (WAPNP).
B. SCOPE AND OBJECTIVE
The objective of this assignment is to develop a resource mobilization strategy for Conservation Trust Fund (CTF) under National Protected Area Authority (NPAA) including potential funding and resource mobilization opportunities aligned with the mandates of NPAA and MoECC. Formulate recommendations for funding opportunities that support ILM, conservation of biodiversity especially the Western Area Peninsula National Park (WAPNP).
C. DUTIES AND RESPONSIBILITY
The consultant in consultation with WAP PMU, CTF and NPAA, shall incorporate the following:
1.Inderstand CTF mandate and funding priorities including NPAA.
2. Review and assess current strategic framework, funding model, current and past agreements, previous and current project and work plans for designing strategies to address funding and capacity gaps and needs aiming to achieve desired outcomes.
3. Identify and analyze CTF existing donor partners and potential funding partners' (National and International) interests and values to map the feasibility of securing funding for supporting CTF mandate.
4. Assess options for long-term, unrestricted, flexible funding within existing and potential funding partners and recommend ways to access and leverage resources. This should include; partners, the private and public sector funding outlets that CTF could explore to mobilize and leverage resources.
5. Review CTF current ways of engaging funding partners (past, present, and future) and recommend options for developing and maintaining strategic partnerships and engagements.
6. Identify required mechanisms for resource mobilization and the strategic expansion of funding and technical support within CTF, including innovative and non-traditional initiatives towards stabilizing the financial flows.
7. Recommend training needs for the team and Executive in the early stages of the implementation of the strategy, specifically on donor relationship management, and report and proposal writing.
D. Key Deliverables
1. An inception report submitted and approved by WAP PMU based on a desk review of CTF current funding model and interviews with the Board and staff.
2. A draft report detailing;
A comprehensive resources mobilization strategy that includes: a. A needs assessment that clarifies CTF current situation (including current organizational gaps, i.e., funding and capacity gaps) and provides relevant recommendations
b. A comprehensive Resource Mobilizations Strategy on Financial and technical needs and requirements for implementing the strategy; A well-laid-out business case assessing CTF scope of work, needs, and the value potential funding partner would derive from CTF.
c. A detailed work plan that outlines timelines and targets for implementing proposed recommendations and actions. eg. A stakeholder engagement plan that would define CTF engagement with its funding partners – including national and International and private- and public sector
d. An illustrative donor/funding matrix providing details on funding partners, interests and priorities – including, the private and public funding.
e. A Communications plan on options and recommendations for approaching potential funding partners.
f. A detailed work plan, and delivery, on implementation of the resource mobilization strategy, with a focus on donor relationship management, and proposal and report writing.
3. Submit a final report incorporating inputs/comments from stakeholders for final approval
E. Payment terms/schedule:
The costs for internal movement will be covered by the project during the consultancy work. The payment will be in three installments:
30% paid upon submission and approval of inception report
50% paid upon submission and approval of the draft report.
20% paid upon submission and approval of the final report incorporating all comments.
F. Qualifications and consultant Profile:
The consultant must have an Advanced university degree in Social Sciences, International Relations, Development Studies, Economics, Finance, Planning, Business Management, Communications, or other related fields. The consultant must have skilled in resource mobilization, fundraising, partnership management, and relationship building with extensive experience in engaging bilateral, foundations, international non-governmental organizations, the private and public sector.
Skills & Competencies
The consultant must have extensive experience in the development sector; preferably experience working with internal resources as needed for effective resource mobilization.
Demonstrable experience and knowledge of working in the non-profit or non-governmental organization Experience in developing value propositions and business models and mobilizing resources in Africa or globally. Must have an understanding in biodiversity conservation and Integrated Landscape Management. Experience engaging the private and public sectors. Strategic thinking, analytical and planning skills.
Proficiency in English.
F. Timeframe:
The duration of the Consultant’s work will be 90 days (3 months) and by the end of this period, all the deliverables listed above should be presented to the WAP Project Management Unit. The Consultant should plan the activities prior to the work for the timely achievement of the outputs. For the efficiency of work and in order to facilitate timely and effective consultation, the Consultant will report to WAP PMU. The Consultant should communicate frequently with the WAP PMU so that the feedback and comments can be passed for timely improvement of the expected outputs.
F. Evaluation Criteria
The applications will be evaluated using the cumulative analysis method with a split 80% technical and 20% financial scoring. The applications with the highest cumulative scoring will be awarded the contract. Shortlisted applicants will be contacted for a brief interview
