CATHOLIC RELIEF SERVICES SIERRA LEONE REQUEST FOR EXPRESSION OF INTEREST
(CONSULTANCY SERVICES)
TO CONDUCT KNOWLEDGE ATTITUDE AND PRACTICE (KAP) SURVEY ON MALARIA PREVENTION AND CONTROL IN TWO DISTRICTS (PUJEHUN AND PORT LOKO) IN SIERRA LEONE

1. INTRODUCTION
The Catholic Relief Services (CRS) would like to conduct a KAP Survey to establish evidence that could help to improve the implementation of BCC activities for malaria control interventions. As part of this process, CRS, incollaboration with partners will conduct a study on knowledge, attitude and practices of communities with regards to malaria prevention and control practices. The study will help to establish bench marks against which progress will be measured after the end of the pilot. The study will also help to answeredkey questions for which so far there is no information, and/or evidence.

2. OVERALL OBJECTIVE
The overall objective of the KAP Survey is to gather information which will inform program on what impact of BCC activitieshave achieved with regard touptake of malaria prevention and control services. This will help in the modifications of communication strategies to achieve greater impact.

3. SPECIFIC OBJECTIVES
They are:

  • To determine the current knowledge, attitudes and practices of beneficiaries to the recommended malaria strategies, namely ownership and utilization of Treated bed nets, uptake of intermittent preventative treatment among pregnant women, early treatment seeking behavior, uptake of ACT as well as use and adherence to rapid diagnostic tests (both provider and end user.
  • To determine to what extent beneficiaries are accessing the needed malaria prevention services and identify enhancers and/or barriers to that access.
  • Assess the level of knowledge, attitude and practice on malaria prevention and control among the general population and school children.
  • The survey will compare the impact of the BCC activities in intervention and none intervention areas.
  • To determine the ratio and frequency of contact between the beneficiary to health volunteer and to ascertain whether the amount of contact is adequate for the type of behavior change envisioned
  • To determine the primary sources of information concerning knowledge, attitude and practices and/or other key channels that might be useful for the roll out of a behavior change strategy.
  • To ascertain whether certain groups within the population (e.g. disaggregated on the basis of gender, socio-economic status, location, etc..) have lower rates of adoption and why 

4. Expected Outputs from the consultant
The following are the output or products expected from the consultant:

  1. Enumerators hired and trained
  2. Implementation plan developed
  3. Roles and responsibilities of study implementers defined (TORs of each category of individual involved in the survey)
  4. Daily and weekly update on the status of implementation provided to CRS
  5. A report on data entry and on quality control of data entry and processing
  6. Final report both soft and hard copies taking into account the observations and input made and submitted to CRS for validation
  7. Cleaned and final electronic data set submitted to CRS upon submission of the final report

5. TIMEFRAME
The consultancy will be for fiveweeks
All deliverables are to be submitted by 20th June 2018.
CONSULTANT PROFILE
The consultant or consultants are expected to hold the following qualifications in order tocarry out this consultancy with the Catholic Relief Services (CRS) and be able to take on specific responsibilities to ensure the effective and timely completion of responsibilities and deliverables.
* A Master degree from recognized universityin Social sciences or related health sciences with a minimum of ten years’ relevant experience in conducting KAP on health projects
* Demonstrate experience managing large scale data collection.
* Skilled in data processing and analysis(SPSS, STRATA, Epi-info etc.)
* High proficiency in written and spoken English and excellent report writing
* A demonstrated high level of professionalism and an ability to work independently and in high-pressure situations; under tight deadlines.
* Strong interpersonal and communication skills including development of reports/ presentations
* Strong cultural and professional backgrounds and working experience on similar assignments/ responsibilities

6. DOCUMENTS REQUIRED FOR APPLICATION:
As part of the application process, the prospective consultant is required to submit a technical proposal alongsidewith a work plan and financial proposal for the proposed work in different signed and sealed envelope.
The technical proposal should adequately outline the profile and experience of the firm, its past relevant works and key references and clearly spelt out workplan (showing timelines of each of the stages of the works). Proposed team members, their roles and task assigned to each should be adequately outlined and the CV of the proposed staff should be included in the proposal
