Construction of a Perimeter Wall Fence For Port Loko and Kailahun Correctional Centres.

a) The Government of Sierra Leone under the 2018 recurrent budgetary provisions has allocated funds to the Sierra Leone Correctional Service and part of the funds are to be used for the Construction of Perimeter Wall Fence to Port Loko and Kailahun Correctional Centres.
b) The Sierra Leone Correctional Service now invites sealed bids from eligible bidders for the Construction of the following below;
i. Construction of Perimeter Wall Fence for Port Loko- Lot 1
ii. Construction of Perimeter Wall Fence for Kailahun- Lot 2
Summary of the Works: The project consists of the demolition, excavation and earth filling, Concrete and Block work including metal works for both centres. The project will be completed in within Two Months.
Background Information:Portions of the perimeter wall fences at both correctional centres collapsed due to heavy downpour of rain and storm. Consequently, the remaining portion of the fence is in a very bad shape and may not stand the test of time as heavy rains and storms beckons. The proposed sites are located in Port Loko and Kailahun Township in the Northwest and Eastern province respectively. The topography of the site is gently flat. The proposed site has not been used as a burial ground nor a dump site or land fill site and the site is suitable for this type of construction.
Bids must be complete. Bidders may bid for one or all of the lots. Prospective Bidders registered in Sierra Leone must have met all their statutory obligations for operations and must submit documentary evidence to the effect in the form of the following:
- A certified true copy of a valid business registration certificate
- A certified true copy of a valid tax clearance certificate
- A valid National Social Security and Insurance Trust Clearance certificate
- Civil Works Registration certificate ( Minimum Class 1)
Bidding will be conducted through National Competitive Bidding Procedures as specified in the Rules and Regulations Governing Public Procurement in Sierra Leone and will be opened to all domestic firms who meet the qualification requirements as stated above.
c) Bidders who wish to tender for the Construction of a Perimeter Wall Fence in Port Loko and Kailahun MUST ensure to obtain A CIVIL WORKS certificate (Class 1 minimum) and evidence of similar works done within the past two years.
Additionally, bidders must demonstrate and show evidence that they have;
- Professional and technical qualification
- Equipment availability
- Financial Resources and condition
Bidders may obtain further information and inspect the bidding documents at the address below between 09.00hrs to 16.00hrs Friday 3rd August, 2018 to Monday 20th August, 2018.Bidding documents may be purchased upon payment of a non-refundable fee ofSLL800, 000.00 (Eight hundred thousand Leones)
Bids must be delivered to the address below on or before 20th August, 2018 at 12.00 noon. All bids must be accompanied by:
- A bid security equal to Le 15,000,000 per lot (Fifteen Million Leones)
- A valid tax certificate;
- Copy of classification certificate (minimum class1 )
- A valid NASSIT clearance certificate
- Past performance
- Certified copy of business registration certificate
- Audited Financials in the last two years.
Bids will be opened on the 20th August, 2018 at 12.00 noonin the presence of bidder representatives who may choose to attend, at the address below. Late bids will be rejected and returned unopened to bidders.
