Development and Implementation of Training Plans for the Solar PV Training Module

1. Employment Promotion Programme (EPP)
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is implementing the third phase of the Employment Promotion Programme (EPP) over a period spanning June 2016 to July 2020. The overall objective of the programme is to improve the livelihoods of youth in Sierra Leone through agricultural value chain development, improved productivity of micro, small and medium enterprises (MSMEs), better government policy implementation and skills development.
2. Areas of Implementation
The youth livelihoods programming addresses the needs of youth within three rural districts, namely: Kailahun, Koinadugu and Kono.
3. Strategy
The Youth Development Component of EPP III addresses the mismatch between skills supply and the labour market demand through provision of targeted skills training among youth. The approach to improved livelihoods for youth consists of three elements, namely an increase in labour-market-relevant skills, increased income, skills and resilience to economic shocks.
4. Purpose of Consultancy
The objective of the assignment is to develop and implement training plans for the Solar PV Installation & Maintenance training modules for the target group of 360 youth in Kailahun, Kono & Koinadugu districts. The trainees will be selected by GIZ EPP in collaboration with district-level stakeholders. The curriculum for the module will be provided by GIZ EPP and consists of 32 lesson plans for 32 training days.

6. Timeframe
The consultancy is expected to run from October 2018 to April 2019.
7. Eligibility /Expertise/Documents to be submitted
- The Service Provider gives poof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA and NASSIT
- The Service Provider (national/international) is based and registered in Sierra Leone: Certificate of Business Registration
- The Service Provider should have minimum of three years’ experience on in the tasks outlined in the scope of work and in the targeted areas in Sierra Leone and show a wide understanding of the topic: A brief company profile that details the experience in delivering similar tasks
