EXPRESSION OF INTERST
DATE OF ISSUE: 18TH MARCH, 2019
1. The National Social Security and Insurance Trust has allocated funds towards the designing, implementation and hosting of a website to replace the current website and now intends to apply a portion of these funds to eligible payments under this contract. The successful firm will also be required to create corporate emails for personnel of the Trust.
PROCUREMENT NUMBER: NASSIT/ICT//WBS/001/19
2. The Trust now invites Expression of Interest (EOI) from eligible ICT firms with minimum of three years relevant knowledge, experience and skills to design, implement and maintain the Website as maybe required.
3. The eligible firm that wishes to submit an Expression of Interest must submit evidence of having successfully developed a very similar system that is currently operating and must be verifiable during the pre and post qualification exercises.
4. Firms submitting EOIs must state at least five references. EOIs without the required references will not be considered for further evaluation.
5. Firms must accompany their EOIs with the following;
a. Valid Business Certificate in country of operations
b. Valid Tax Clearance Certificate or evidence of tax compliance in country of operations
c.Valid Social Security Clearance Certificate for local firms
d. Firms must submit evidences that they have done similar assignment.
e. Evidence of past performance with at least two references benefiting from similar assignment successfully implemented.
f. Firms must provide information demonstrating their ability, skills and experience to undertake the assignment. The deliverables required under the Terms of Reference will be issued to firms that meet the minimum qualifying conditions.
g. Details including curriculum vitae of relevant personnel must be submitted
6. Only firms that have sufficiently submitted the above requirements will be considered for further evaluation.
7. Firms are required to make and submit along with the EOI an eligibility declaration and attach same to their EOI. Any discrepancies discovered and verified in their submissions would lead to the immediate disqualification of that firm.
8. Firms are also required to collect, sign and return the Anti-Corruption Integrity Pact from the Procurement Department at NASSIT HOUSE, 32 WALPOLE STREET, FREETOWN, SIERRA LEONE, WEST AFRICA between 9am – 4pm local time.
9. The Trust reserves the right to accept or reject any or all of the EOIs without incurring any obligation to inform the affected firm.
10. The Expression of Interest should be delivered in sealed envelope and in duplicate clearly marked on the outer envelope, EXPRESSION OF INTEREST for the DESIGNING, IMPLEMENTATION AND MAINTENANCE OF A WEBSITE not later than 3pm local time on Thursday 11th April, 2019 at the reception, 1st Floor, NASSIT HOUSE, 32 WALPOLE STREET, FREETOWN, SIERRA LEONE.
11. Expression of Interest will be opened in the conference room at 3pm local time on Thursday 18th April, 2019, First Floor, NASSIT HOUSE, 32 WALPOLE STREET, FREETOWN, SIERRA LEONE, WEST AFRICA in the presence of firms or their representatives who wish to attend.
12. Late EOIs received will be rejected and returned unopened.
