Overview
The Energizing Development Programme Sierra Leone is an energy access programme with the objective of increasing access to affordable modern energy services in Liberia, Guinea, and Sierra Leone. It is a global initiative in 26 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighbouring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors, and the private sector.
In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to improved cooking energy systems through energy-efficient cookstoves, sustainable biomass production. The present position will support the cooking energy component. In the area of cooking energy, EnDev Sierra Leone is supporting the implementation of the Cleaner Cooking Energy Compact of Sierra Leone. EnDev is supporting market development through capacitating Improved Cookstove (ICS) or sustainable biomass fuel producers, supporting innovation in cooking energy efficiency measures, support standardization and testing procedure for cooking energy products, supporting smart finance systems and developing strategies towards sustainable biomass fuel production.
The position supports, advice, and partially manages; in particular:
A. Responsibilities

- This challenging position will require both
- Organizational skills to synchronize with activities within EnDev, as well as
- An ability to deal with a variety of stakeholders at a senior level
- From a background of deep experience and wide understanding of private and public sectorinfrastructure, the advisor
- Will coordinate with private sector activities and
- Synchronize collaboration and development with EnDev activities.
- From a position of seniority, follow up on timely execution of activities planned with and for the private sector to improve impact and delivery.
The Key Team Lead Public Private Partnershipperforms the following tasks:
B. Tasks
- Build relationships with internal/external stakeholders as well as partners through respect, effective communication and being well organized.
- Maintain and ensure cooperation and dialogue with private sector partners
- Serve as the primary partner/private sector advocate to support the energy market of EnDev SL.
- Monitor ownership structure of solar companies and organization (local and international).
- Consult regularly with his line manager on all cooperation and partnership activities and consultation at strategic level
- Develop standard methodologies for PPP project preparation, competitive bidding, negotiation, and contract management of PPP contracts and to ensure these are applied
- Provide practical advice to the PPP policies and practices
- Support proposal writing.
1. Other duties/additional tasks

- Organize meetings with partners and drafting minutes of meetings
- Management of documentation from meetings with partners through electronic and physical archiving
- Participate in selected national and international meetings (if required)
- Support the bi-annual collection of EnDev project data from stakeholders
- Provide logistical support for the organization of the private sector training events
- Assist in partner search and organize meetings to discuss partnership possibilities
- Participate in private sector meetings
C. Required qualifications, competences, and experience
Qualifications
- Bachelor’s degree or equivalent
- Must be able to lead teams with complex task requirements
- Must be able to analyse and solve complex problems
- Must have a balanced personality with excellent communication and interpersonal skills
Professional experience
- At least 2-5 years’ professional experience in a comparable position
Other knowledge, additional competences
- Good working knowledge of MS Office application (Word, Excel), email and internet
- Skills in collecting analysing, and summarizing M&E data
- Experience working with local NGOs, international partners, and government bodies
- Very good mastering of English and French (both verbal and written)
