1. BACKGROUND AND RATIONALE
Background
The Employment Promotion Programme IV (EPP IV) in Sierra Leone is co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union. The programme is steered and hosted by the Ministry of Planning and Economic Development (MoPED) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. EPP’s goal is to enhance the employability of young people on both the supply (TVET) and demand (private sector) side.
The is a joint measure between GIZ/EPP and a medium-sized enterprise (private sector) whose overall goal is to complement each other for the achievement of a common interest. The iDPP is a 60% matching grant. EPP has entered into an iDPP cooperation with Feed the Nation (FeDeN) to foster the production of raw materials required to produce poultry feed to reduce the importation of poultry products in Sierra Leone, while empowering youths and woman with skills and jobs to grow high-demand agricultural produce. This partnership includes the cultivation of main poultry feed raw materials ? production of 60 hectares of maize and 20 hectares of soya beans through an out-grower scheme model.
Maize which is the most common grain for poultry feed accounts for 60 percent. The availability and price of maize have important implications for the profitability for the growth potentials of feed and the poultry production as well. Generally, boiler feed consists of 50% maize and 25% soya beans; whereas layer feed requires 40% maize and 15% soya beans. Maize though deficient in certain feed nutrients remains the primary source of energy and contributes to 30% of the protein requirement of poultry. Currently, most poultry farmers import maize from neighbouring countries which accounts for high production cost and reducing the profit margin of most poultry farmers. Therefore, GIZ EPP will support interested community members in the production of maize and soya beans.
Broad objective
The broad objective is to plough and harrow to a fine tilth 80 hectares of land identified by FeDeN for maize and soya beans cultivation.
Specifically, the contractor will:
1. Undertake very shallow ploughing between 10-20 cm deep
2. Harrow the soil clods to very fine tilth
Interested contractor(s) will have to show evidence of capacity (availability of tractor and operator) and experience in tractorization of previous farms-fields.
Specific tasks to be performed
1. Upon signing the contract, develop a detailed activity plan to be discussed and agreed upon with the technical team in Freetown.
2. Contact FeDeN management team leader to have access to the land for ploughing and harrowing during the second cropping season for maize
3. Provides a tractor, fuel and lubricants during ploughing and harrowing
4. Provides competent or efficient tractor operator(s)
5. Undertake the maintenace of the tractor during field operation
6. Measure the total area of field ploughed and harrowed and report to EPP
7. Provides security for his assets
Location
In and around Hendebu community, Kori Chiefdom, Moyamba district.
Duration of assignment
The contractual assignment will be implemented in the month of July/August 2023 during the second cropping season of maize.
Personnel
A team leader and a tractor operator with expertise in:
- Ploughing and harrowing to a fine tilth
- Repair and maintenance of tractor in case there is a breakdown
- Ensure the safety of all equipment, tools and related materials while on site for field operation
Key Deliverables
- Plough and harrow 60 and 20 hectares of field for maize and soya beans respectively
- Confirmation of job completion
Eligibility criteria and documents to be submitted by the enterprise
Enterprises/companies interested should submit an Expression of Interest (EoI) to receive the integral Terms of Reference. The firm and the proposed personnel must have (hands on) successfully implemented similar interventions (ploughing and harrowing of different types of ecologies). The EoI should include:
- Proof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA and NASSIT
- Proof that the service provider is based and registered in Sierra Leone: Certificate of Business Registration
- The CVs of the personnel proposed for the assignment (team lead and tractor operator)
- The work plan for the assignment
