Procurement of Technical and Commercial Loss Reduction Exercise

The Electricity Distribution and Supply Authority has allocated funds for the procurement of Supply and now invites sealed bids from eligible bidders to provide the following services:
a) Real-time Anti-Tamper Prevention: anti-fraud protection system that provides real time tampering prevention and loss analysis on the meter and on the grid level (technical and commercial). The system has to be fully transparent and identify losses in the grid no matter where they are generated.
b) Real time Solution: Real-time monitoring, control and upgradability of the entire metering system, with the ability to perform remotely updatable advanced tariff structures.
c) Communication: Swappable communications module enabling the use of PLC, GPRS, LAN and new communications technologies as they become available. Power Line Communication (PLC) performance must achieve 99%+ success in communications in real-time and must support bi-directional data ?ow over the low voltage grid lines. Meter readings by PLC at a distance of up to 2 km of electricity wires.
d) ANTI-THEFT PROTECTION: The AMI system must provide real time tampering prevention and loss analysis on the meter level and on the grid level (technical and commercial loss) and must be able to identify electricity theft by customers and remotely disconnect power supply to the customer without human intervention.
e) Remote Meter Management: The system should allow for remote upgrade of tariffs and be able to set future tariffs which automatically take effect at a predefined date.
Bidding is open to all suppliers who can demonstrate ability to execute this service in an accurate and timely manner.

Bids must be delivered to the address below on or before 3rd July, 2023 at 12:00 pm. All bids must be accompanied by:
- A valid Business registration certificate
- Bid Security of NLE 40,000 from a reputable Commercial Bank;
- A valid tax clearance certificate;
- A valid NASSIT clearance certificate;
- A signed Integrity Pact; [see attached]
Bids will be publicly opened on 3rd July, 2023 at 12:00 pm, in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below. Late bids will be rejected and returned unopened to bidders.
