Title: Disaster Management Coordinator

Purpose: Develop and strengthen SLRCS’ Disaster Preparedness and Response Capacity to reduce the impact of disasters on vulnerable communities and respond in an effective and efficient manner.The SLRCS Disaster Management Coordinator will be responsible for the day-to-day coordination required for smooth implementation of various Disaster Risk Reduction (DRR) activities in the operational communities in Sierra Leone. Ensure consultation with various stakeholders on variety of disaster management activities. Support in managing work planning, including budgeting, implementation, monitoring, and evaluation of DRR activities.

Description of Tasks:
- Develop and coordinate relevant mechanisms and activities to ensure implementation of SLRCS’s Disaster Management policy, guidelines and plans (Disaster Preparedness)
- Develop/improve SLRCS cooperation with the Office of National Security (ONS) to ensure adequate definition of our roles and responsibilities in the National Disaster Management Plan as well as supporting legislation and coordinating financial arrangements from donors or government (cooperation and coordination).
- Organize and coordinate assessment of prevailing hazards/frequent disaster risks, vulnerabilities and capacities in order to identify SLRCS strategic priorities for disaster preparedness (Disaster mitigation)
- Develop and implement in coordination with other programmes (OD, CBHP, Social Welfare and Communications) an integrated approach to SLRCS’ disaster management priorities (Disaster Response).
- Assist local branches in conducting in-depth analysis of risks vulnerabilities and capacities in high risk zones/communities and in developing relevant disaster risk reduction activities (Disaster preparedness)
- Design and coordinate SLRCS Contingency Plans and stocks and adequate communications and transport systems for effective disaster response (Logistics preparedness).
- Develop training programmes and training materials that address major threats and appropriate prevention/coping mechanisms within an identified vulnerable population (Disaster preparedness)
- Develop mechanisms to train, monitor and coordinate the National Disaster Response Team (NDRT) as well as Emergency Action teams in high-risk areas throughout the country (Disaster Preparedness)
- Undertake regular field trips to the branches in order to monitor and assess the progress of SLRCS DM activities (field mission and monitoring)
- Produce regular, accurate, timely and comprehensive financial and narrative reports for supervisor and partners (information and report management)
- Establish and ensure effective working relationship with the IFRC, ICRC and other PNS (Lateral Relations).
- Supervises the RFL Officer in establishing, implementing, monitoring and managing a RFL network in the branches and the country at large (improve integrated RFL network).

Education:
- Essential: University Degree in any social sciences, geography, environment, economics, management or relevant disciplines with at least three years of relevant experience in a reputable humanitarian organisation.
