The exemplary performance of Mohamed Massaquoi who took over at the helm of the National Civil Registration Authority in July 2018 at the behest of His Excellency President Bio has not been lost on the Economic Cmmission for Africa (ECA).


ECA in a commendatory letter to the NCRA Director General dated February 15th 2019 praised Mr. Mohamed Massaquoi for his leadership and commitment to move forward the country’s civil registration process as an integral part of the country’s forward looking socioeconomic planning process.

ECA’s Director of Africa Center for Statistics, Oliver Chingaya wrote: “The strides made by the GoSL to initiate holistic and integrated reform and improvement of the civil registration and legal identification system of the country is commendable.”

It can be recalled that towards the end of last year, the Government of Sierra Leone eager to minimize wastage of public resources commissioned NCRA to a comprehensive biometric registration of all public sector workers with a view to solving once and for all the perennial problem of ghost workers on the public payroll.

The cost-cutting exercise succeeded in weeding nearly 10, 000 unidentified workers from the government payroll.

Ministry of Finance officials said, the successful NCRA undertaking will save the country hundreds of billions of Leones in monies that would have otherwise been fraudulently obtained. The savings the Finance ministry said will be utilized to fund development activities.
