SUPPLY, INSTALLATION, AND MAINTENANCE OF VEHICLE TRACKING SYSTEM FOR WORLD VISION INTERNATIONAL SIERRA LEONE FLEETS

BACKGROUND OF WORLD VISION INTERNATIONAL SIERRA LEONE.
World Vision is a global Christian relief, development, and advocacy organisation dedicated to working with children, families, and communities to overcome poverty and injustice. World Vision serves all people, regardless of religion, race, ethnicity, or gender.
World Vision International Sierra Leone (WVISL) has been operational since 1996, assisting communities with various interventions in health, education, child protection, water & sanitation, and livelihood.

I. WORLD VISION’S FLEET BACKGROUND
World Vision operates in challenging and complex environments, and vehicles are critical to delivering its programs and operations. World Vision International Sierra Leone owns and manages 29 vehicles, including passenger vehicles, 200 motorcycles, and commercial vehicles. We are conducting an RFP for a Vehicle Tracking System (VTS) as we look for ways to operate a safer, more cost-effective, and greener fleet.

II. OBJECTIVE OF THE ITB
By way of this Invitation to Bid (ITB), World Vision International Sierra Leone requests responses from qualified Vendors meeting the project requirements specified in this document. With the different technologies that exist in the field today, World Vision International Sierra Leone is seeking hardware and software to track and monitor the movement of its vehicles and driver behaviour. The objective of this ITB is to gather information on the different vendors’ capabilities and systems that would be appropriate for managing the World Vision International Sierra Leone fleet, including available features and associated costs.

World Vision International Sierra Leone herewith invites interested bidders to submit seal Bids for the Supply, Installation, and Maintenance of the Vehicle Tracking System as follows:

World Vision is seeking information from credible Vendors on vehicle tracking systems that meet the following requirements:

Web-Based Vehicle Tracking System Administration:
• Cloud-based server and data storage.
• Ability to assign and manage user permissions.
• The system language should be English.

Vehicle Tracking:
• Vehicle tracking hardware options for passenger vehicles and motorcycles.
• Local vehicle tracking hardware installation available.
• Ability to locate vehicles using GPS, GPRS/4G/5G/GPS, on a map overlay in real-time.
• Ability to track vehicles’ travelling speeds.
• Ability to show vehicles’ current operating status (e.g., engine off/engine on but idle/engine on and moving) in real-time.
• Ability to replay/review journey routes for vehicles.
• Option to install a mileage reader independent of a vehicle’s odometer.
• Ability to monitor driver behaviour (e.g., speeding, journeys, idling time, etc.).
• Ability to monitor fuel consumption and theft

Reporting:
• Ability to access current and historical data for at least the past three years of use.
• Ability to produce reports on trend data on things such as fuel consumption, travelling speeds, etc.
• Vehicle and journey data reports are provided in MS Excel and/or PDF format or through a “real-time” dashboard.
• Ability to export fleet data in MS Excel format.
• Ability to track journey information and fleet-related KPIs.
o Distance traveled

o Vehicle utilization

Customer Support:
• Customer support for the fleet management system and vehicle tracking hardware.
• Initial training for staff members on any applicable vehicle tracking system features and vehicle tracking hardware.

III. REQUIREMENTS FOR RFP
This ITB would like to invite vendors with proven capabilities to provide a vehicle tracking solution of the abovementioned scope. The following information needs to be submitted:
