Top government executives in President Bio’s regime who served in top places in Ministries, Departments and Agencies under the previous Koroma government from 2007 to 2017 have been gripped by panic, following a new twist in the ongoing Commissions of Inquiry.


Sources close to most of these institutions have intimated Satellite that, these officials who are presently having sleepless nights are busy putting together contracts, procurements and other related documents in preparedness to face the inquiry when called upon.

These spur-of-the-moment moves come after the Development Aid Coordinator Office in the Ministry of Finance, Kawusa Kebbay and the Permanent Secretary, Sadiq Kapuwa were implicated in the purchase of the 20 ambulances during the Ebola scourge, which State Counsel led by Oladipo Robin Masons (Esq) says violates the relevant procurement procedures.

Though Permanent Secretaries otherwise known as vote controllers, prior to the commencement of the inquiry were expected to serve as witnesses, but the hearings seems to have taken a new twist as Justice Biobele George-Will has invited the Permanent Secretary, Sadiq Kapuwa to clear his name from the serious allegations levied against him.

Sadiq Kapuwa, previous Permanent Secretary in the Ministry of Health and Sanitation now linked to the Chief Minister’s office has been accused together with the then Minister of Health, Miatta Kargbo of solely selecting contractors for the purchase of the said ambulances and construction of both centers during the Ebola scourge without recourse to neither procurement procedures nor his professional advice.

Purchase of the 20 ambulances was awarded to Kingdom Security Logistic, while construction of both the Ebola Treatment Center at Port Loko and the 90 Bed Treatment Center, Kerry Town were awarded to CL Group.
