The Anti Corruption Commission under the leadership of Commissioner Joseph Kaifala continues to impress with its 100% successful conviction rate since he took up office in July last year.


At the High Court in Kenema presided over by Justice Ivan Sesay, ACC on Tuesday February 12th 2019 secured convictions against four persons accused of corruption.

The four convicts are: Abubakarr Sidique Turay, former accountant, Kenema City Council (KTC); Edward Kargbo, former Expenditure Clerk, KTC, Moses Koroma aka Mo Jah, former Transport Officer, KTC and Mathew Amara Sesay, former Social Welfare Worker, Ministry of Social Welfare, Kenema. The four officials were convicted on 21 counts charges of abuse of office, and misappropriation of public funds contrary to Sections 36 and 42 of the ACC Act 2008. The prosecution alleged that between 22nd July 2011 and February 2012, they misappropriated public funds to the tune of Le27, 519,000 being monies meant for the operations of KTC.
Justice Sesay sentenced each of them to three years in prison on each count to run concurrently or pay the sum of Le30 millions fine on each of the 21 counts.

He ordered that all four pay the full fine as condition for their release from detention.

Meanwhile, in the same court, on the same charges, Lamin Lumeh Mansaray, Regional Librarian, Sierra Leone Library Board was acquitted and discharged.

ACC was represented by Nigel B. Davies and Adrian B. C. Samuels.

ACC assures the nation that it will continue to go vigorously after those who misappropriate public funds and where appropriate recover such.
