A Primary Responsibilities and Accountability
Job Description:
Deputy Commissioner-General will:
1. Assist the Commissioner-General in:
a) the day-to-day administration of the Authority;
b) the administration, organisation and control of other officers and
staff of the Authority; and
c) the management of the funds, property and business of the
Authority.
2. Focus on implementing and monitoring NRA policies and operations;
3. Build and sustain public awareness of NRA activities, partnerships and
achievements by developing and implementing effective programmes aimed at achieving these objectives;
4. Ensure that all Heads of Department conduct their affairs within the provisions of the NRA Act, 2002 and its amendments;
5. In collaboration with other Heads of Department, monitor the Authority’s

procedures and ensure that the Authority’s management information systems including computerizing tax assessment and revenue collection and reporting are effective, fair and equitable;

B. Competency Requirement
· Demonstrated ability to work at a high level with Government, the public and private sectors, the donor community and other stakeholders to conceive and deliver revenue targets using plans, programmes and international best practices designed to achieve the purpose.
· Demonstrated high level of leadership and management skills at an executive level with a record of success in major management and/or tax policy or revenue administration reforms leading to the timely delivering of outcomes in a demanding and complex environment characterized by uncertainty.
· Demonstrated high level of understanding of either the technical and business contexts of tax administration in Sierra Leone or other countries.
C. Qualification
· Post graduate degree or equivalent qualification in Economic, Management, Accounting, Law, Taxation or related discipline.
· At least five (5) years of postgraduate/professional experience in the relevant fields
· Broad knowledge and experience in tax and non-tax revenue collection.
· Demonstrable ability to resolve complex tax problems and provide policy advice at the national level.

Report to: Commissioner, Domestic Taxes Department
Job Role: To plan, develop and co-ordinate appropriate programs for the effective implementation of the Domestic Taxes Department policies and programs including oversight of the development of the performance management standards and targets for the assessment, collection, enforcement and accounting for domestic revenue and making such reports as required in line with the departmental business plan and the National Revenue Authority (NRA) Policies.
Key Result Areas
- Initiate and develop appropriate plans for the execution of the departmental policies, programs and projects for evolving procedures, performance standards and targets for uniform application across the Department in order to ensure consistency, effi ciency and fairness in the administration of the tax laws.

10. Job Title: Commissioner, Non Tax Revenue Department
Report To: Commissioner-General
Responsibilities/Duties:
Job Purpose:
To provide leadership, coordination and control of the NTR Department which is tasked with maximizing the collection of Non Tax Revenues in the form of License Fees, Service Fees, Royalties etc. generated by government Ministries, Departments and Agencies (MDAs). To provide recommendations to the Commissioner-General, NRA, to enhance the maximization of Non Tax Revenue collections in the MDAs.
Core Functions:
1. The Commissioner is charged with the responsibility of running the day-to-day admin istration of the Non Tax Revenue Department.
2. He supervises and holds discussions with Heads of MDAs to design and print all NTR value documents including licenses, fee receipts certificate etc. ensure fund are available for NTR Automation program.
3. Monitors the collection of Non tax Revenue from the MDAs especially off budget revenues and provide monthly report for the attention of the Commissioner-General.
4. Assist staff of NTR with technical expertise through tracking and mentoring to per form effectively and professionally and achieve their revenue targets.
5. Reviews NTR legislation, regulations, fees, schedules with a view to making recom mendations for policy changes to the Commissioner-General.
6. Prepares the annual NTR work plans and budget or part of the NRA budget cycle. Provide advice to the Commissioner-General on deployment of NTR personnel, other assets according to NRA regulations.
7. Identifies staff training and capacity building and be responsible for staff discipline and integrity.

Responsible For: All Staff in the Customs Service Department below the rank
of Assistant Commissioner

Key Tasks/Responsibilities:
· Report to the Commissioner -General on anti-smuggling surveillance and intelligence operations and policy implementation
· Design operational and policy guidelines for all staff of the unit
· Monitor the implementation of the operational and policy guidelines and ensure com pliance by staff
· Provide management support to staff with a view to facilitate their work during operations
· Provide technical advice to issues relating to procedures, legislation and policies
· Set performance indicators/targets for the manager, supervisor and staff of the various units against deadlines
· Prepare weekly, monthly report on the general operations of the department for the attention of the Commissioner of Customs
· Perform any other function assigned to him/her by the Commissioner- General

Responsibilities Ensures all ICT problems are documented and channelled to the appropriate support team for resolution. Ensures all problems are resolved in accordance with established procedures. Manages ICT support functions. Analyses records and service level information to identify potential improvements in the provision of service and to plan future requirements. Identifies operational resources to meet service levels.
Duties
· Contribute to the formulation of NRA ICT strategies and policies through advisory services to the ICT Director.
· Collaborate with colleagues to identify the need, determine cost and plan all ICT support services,
· Assist the ICT Director in setting goals, targets and performance standards for ICT operational support, and recommend tools for monitoring, evaluation and auditing.
· Monitor and supervise all aspects of ICT operations to ensure compliance with ICT strategies, NRA rules, regulations, policies, and standards of accountability, ethics and integrity and achievement of results.
· Monitor support services to ensure optimum client service and satisfaction, including liaising with all Stakeholders (internal and external) for required support.
· At the request of the ICT Director participate in any of the NRA’s meetings to ensure the organization’s position, interests and priorities are fully considered.
· Act as focal point for any ICT Support Services.
· Constantly monitor and analyze the operating environment to identify potential risks and take action/refer critical issues for intervention to ensure delivery of results.
· Closely liaise with the Technicians and Helpdesk officers to troubleshoot any issues that might cause interruption in the support services management.
· Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.
· In close collaboration with all ICT staff, support maintenance of a secure and reliable ICT environment.
· Identify opportunities for leveraging the use of IT to enhance business operations and efficiency and to facilitate knowledge management, and information sharing.
· Identify frequent support requests, training needs and related risks and recommend remedial and mitigation actions
· Contribute to the development and introduction of innovation to ensure that NRA is continually incorporating best practice approaches in ICT support services.
· Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.

RECRUITMENT QUALIFICATIONS

· Experience in ICT service deliver, ICT system administration or related experience.
· A minimum of 3 years of leadership experience, including a proven track record managing staff and operational systems.
