For the feasibility assessment of innovative business ideas of micro, small and medium enterprises (MSMEs) under the Facility for Innovation of GIZ - EPP III

1. Background of Employment Promotion Programme (EPP) III
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is implementing the third phase of the Employment Promotion Programme (EPP) over a period spanning from August 2016 to July 2020. The overall objective of the programme is to improve the livelihoods of youth in Sierra Leone through agricultural value chain development, improved productivity of micro, small and medium enterprises (MSMEs), better government policy implementation and skills development.
2. Areas of Implementation
Initially, preference is given (but not exclusivity) to applications coming from stakeholders established in the selected three implementing districts of EPP III: Kailahun, Koinadugu and Kono. Since the beginning of 2018, three additional neighbouring districts are also covered namely: Bombali, Tonkolili and Kenema
3. Strategy / Approach
Feasibility assessment of business ideas by any consulting firm will include the following:
i) Review concept note developed by the applicant/innovator
ii) Meet with the applicant for an in-depth information on the proposed business idea, visit the proposed business site, analyze the business environment based on EPP reporting guidelines
iii) Meet relevant stakeholders to solicit additional information
iv) Recommend to EPP management either to continue or discontinue (go/no-go) with the business idea
v) Guide onto the feasibility (go / no-go) of implementing the business idea promoted
4. Purpose of consultancy
EPP III management will make available on continual basis shortlisted applicants for feasibility assessment until March 2020
The following main sectors are considered in the implementation of the F4I but not limited to:
i) Agribusiness/ Fisheries
ii) Renewable energy
iii) Tourism
iv) Information and Communication Technologies
v) Transport and merchandising
Consulting firms (with thematic experts) will be hired to accompany shortlisted applicants in the feasibility assessment of the business idea.
For EPP III, innovation includes the adoption, adaptation and diffusion of products, processes, marketing or organizational methods in a new country context and locally specific conditions. EPP will look at ‘idea innovation’ as the application of idea that is novel, economically viable and useful for self and for the community.
Deliverables during assigment
- A report using GIZ EPP reporting guidelines including recommendations for go/no-go
5. Timeframe
The anticipated period for individual assignments spans from November 2018 to March 2020. For this assignment, the assessor would approximately take 3 work-days in total inclusive of travel days per business idea.
6. Eligibility /Expertise/Documents to be submitted
- The Service Provider gives poof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA and NASSIT
- The Service Provider is based and registered in Sierra Leone: Certificate of Business Registration
- The Service Provider should have experience on similar tasks / interventions in the targeted areas in Sierra Leone and show a wide understanding of the topic: A brief company profile that details the experience in delivering similar tasks
- The main proposed personnel should be experienced/knowledgeable in any two of the thematic areas for feasibility assignment.
