Position: WGPE Site Manager


Reports to: WGPE Coordinator
Location: Kenema
Duration: Two Months Initially (Renewable Annually)

BACKGROUND Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence. IRC do this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, Youth and Gender Based Violence programming. IRC has a Country Program office in Freetown, a Regional Field Office in Kenema, Field Offices in Kono and Bo, and a satellite office in Kailahun.

PURPOSE OF THE JOB: The Women and Girls Empowerment and Protection program seeks to implement the Protection of Women through Empowerment and Response (POWER) project which will be implemented in Kono, an Eastern district of Sierra Leone. The overall goal of the project is to empower women and girls to pursue their potential, free from violence and inequality. This two year-project will seek to address interrelated barriers to women’s safety and empowerment, by ensuring women use and control resources and assets in their homes; male partners and other males do not use violence against women; and women and girls seek GBV services.
Reporting to the WGPE Program Coordinator, the Site Manager will assume responsibility for overall coordination and management of all WGPE program activities, staff, and operations in Kenema, including direct management of and of all WGPE staff. It also includes overall coordination of all WGPE program activities; management of program funds and other resources; coordination with IRC’s other programs; and representation of the WGPE program in external meetings and related events.
SPECIFIC RESPONSIBILITIES
Technical
Coordination of WGPE Program Activities
Overall coordination of WGPE Program activities in Kenema in line with the program’s implementation plans and objectives, with support from WGPE Senior Manager and WGPE Coordinator. This includes but is not limited to:
- Support to target women’s groups through training, technical support, and material support;
- Oversight of economic empowerment activities, including the VSLA, Business skills development training, EMAP and EA$E
- Oversight of GBV response component, including trainings and the social enterprise pilot;
- Oversight of all community engagement activities, including sensitization campaigns, media engagement campaigns, advocacy activities and special campaigns;
- Compile and submit all monthly activity plans, monthly reports, cash projections and other required information as required by the IRC office and/or WGPE Program;
- Provide information as requested for all donor and program reports and proposals and assist with the development of work and budget plans, ensuring they are adapted to the site level;
- Ensure that the site team gathers, collates, and submits all required data on program activities across the various WGPE projects, as relevant and required;
- With support from the M&E Officer, ensure consistent updating of site program data and submission to the data officer for the attention of the WGPE Program Coordinator;
- Maintain close collaboration with other IRC programs, ensuring coordination of activities, information sharing and regular attendance at meetings, among other responsibilities; and
- Attend all relevant site meetings and all GBV program meetings as required and requested.
External Representation, Referrals, Capacity Building
- Serve as the main WGPE focal person for external relationships in Kenema, including attending meetings and special events, maintaining external relationships, helping to support referral systems, and representing the WGPE program in external governmental and non-governmental events;
- Help to promote and maintain best practices of confidentiality and informed consent with respect to information about specific services and survivor information;
- Serve as a key focal person for arranging support for all WGPE program-related visitors to the site;
- With support from the Field Coordinator/Manager, serve as a key focal person for engaging with the media at the site, ensuring oversight of all media outreach;
- Assist with maintaining and renewing all MOUs with relevant external agencies, helping to inform WGPE program management when MOUs are due for renewal, among other responsibilities.
Managerial
- Liaising with the HR/Admin units, ensuring all required administrative procedures and paperwork are completed for all staff, including with regard to time sheets, leave planning and contractual issues;
- Ensuring all staff are informed on all IRC policies and procedures and kept updated of any changes;
- Addressing any specific staff performance and/or disciplinary issues as they arise, seeking help and guidance from the Field Coordinator/Manager WGPE management where appropriate;
- Supporting the Field Coordinator/Manager to ensure that WGPE staff adhere to all security protocols and procedures and report incidents in a timely and accurate manner;
- With support from finance, logistics and administrative staff, oversee financial activities. Duties include:
a) Limited signatory/approval authority for all WGPE transactions and activities;
b) Monitoring program budgets;
c) Overseeing procurement for program activities, support and maintenance and repairs;
d) Ensuring that program advances are liquidated properly;
e) Submitting monthly cash forecasts to the finance department;
f) Ensure that WGPE staff adhere to financial and procurement policies and procedures.
Other
- Undertake all other tasks as requested by the supervisor
KEY WORKING RELATIONSHIPS
External: WGPE Site Manager, M&E Officer, WGPE Senior Program Manager, WGPE Site Manager, Deputy Director of Programs, WGPE Coordinator
Internal: Government, INGOs, NGO and other key partners, donors and stakeholders
QUALIFICATIONS:
Education:
- Diploma, preferably in health, social services, development or WGPE-related sector(s).
Experience:
- Proven practical work experience on working on GBV, gender, economic empowerment, livelihoods, skills building and men and boys engagement.
- At least 2 years’ experience managing, coordinating or leading multi-sector teams.
- At least 2 years’ experience in basic administrative, logistical and financial management, including basic budgeting, resource management and procurement processes.
Other Skills:
- Demonstrated understanding of GBV and the principles of delivering quality GBV services;
- Ability to plan in advance, yet handle new events and situations effectively as they arise;
- Ability to work calmly and lead teams successfully in stressful situations;
- Ability to coordinate multiple project activities under one integrated program;
- Ability to work independently, take initiative, delegate responsibilities and ask for help as needed;
- Ability to communicate effectively and engage positively with a wide range of actors and stakeholders, ranging from community groups to government agencies;
- Ability to think strategically about program development and opportunities in the immediate environment, including opportunities for collaboration with other IRC programs at that site;
- Able to manage and coordinate financial and procurement transactions and other operational and administrative procedures in line with organizational policies, as applicable;
- Able to manage resources effectively and efficiently;
- Strong facilitation and training skills.
- Excellent English speaking and writing skills; ability to prepare reports and other required program documentation in a timely manner.
