The Ministry of Lands, Housing and Country Planning (MLHCP), through the Ministry of Finance has received financing from the World Bank towards the cost of the Sierra Leone Land Administration Project (SLLAP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include “To undertake M&E studies (baseline/ customer satisfaction surveys)”. The estimated level of effort (professional staff-months) for this assignment is two and a half (2.5) months. Implementation is expected to commence on the 18th of August, 2023 and ends on the 3rd of November, 2023.

The Ministry of Lands, Housing and Country Planning (MLHCP) through the Sierra Leone Land Administration Project (SLLAP) now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Relevant Academic Qualification
- Relevant Work Experience
Criteria related to required qualifications and experience of the Consultant Include:
- Eight (8) years’ experience with the skills in customer satisfaction surveys, project baseline studies, including collecting and analyzing data from interviews, surveys, FGDs, etc.
- Demonstrable technical expertise and working knowledge of land reform and administration initiatives.
- Technical expertise in gender and social inclusion analysis is desirable.
- Experience of working in West Africa, preferably Sierra Leone
- Experience in evaluating World Bank funded projects.
- Excellent communication and writing skills including ability to present complex information in a format that is understandable to the general public.
- Ability to be flexible with time and work schedule.
- Attention to details and ability to meet tight deadlines.
- Fluency in English (spoken & written). Working knowledge of Krio is desirable.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.
A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.
