Position: Procurement Manager
Duty Station: BRAC Sierra Leone Country Office
Purpose:

The Procurement Manager will ensure the purchase of all materials as per the project budget and the demand of different programs at the required time according to BRAC procurement procedures and policies. The job holder will enhance the image of BRAC in the country through building positive relationships with a wide range of vendors and stakeholders while maintaining transparency and integrity of procurement processes as per BRAC Sierra Leone policies and procedures. This role will have a close relationship with all Programme and Department Heads, Regional and Provincial Managers, with direct reporting to the Country Director.

Key Responsibilities:
- Provide procurement leadership to the organisation with transparency
- Build and maintain a firm supplier base
- Develop supply options and contingency plans that support the organisation's plans
- Source local suppliers where necessary
- Provide the organisation with the best possible goods and services in time with the best value for money
- Implement procurement policies and processes, efficiently and effectively
- In consultation with the procurement committee negotiate and agree contracts and monitor their progress - checking the quality of service provided
- Coordinate with procurement committee to review, evaluate, and approve specifications for issuing and awarding bids
- Liaise with account department to help the smooth flow of the invoicing and payment process
- Collaborating with project teams to identify and manage procurement risks
- Liaising with projects and operational personnel to determine levels of day to day consumables and spares to be held in stock
- Conduct market surveillance to ascertain the best products and suppliers in terms of best value, delivery schedules and quality
- Oversee the acquisition of materials needed for general supplies for offices and facilities, equipment.
- Maintaining adequate records of purchases
- Coordinate the formal procurement process including the establishment of procurement file folders schedules, placing advertisements for the procurements, and all the preparation and distribution of formal procurement documentation
- Meet with vendors and contractors to ensure quantity and item description satisfy the need of requestor
- Develop business by gaining new contracts, analyse logistical problems and produce new solutions
- Participate in the development of specifications for equipment, products or substitute materials
- Control purchasing department budgets Locate vendors of materials, equipment or supplies, and interview them in order to determine product availability and terms of sales as well as liaising and negotiating with them
- Ensure the yearly procurement plan as per the specific program wise budget
- Support the organisation's need for a diverse and globally competitive supply

Person Specifications:
- Knowledge of procurement for an international organization where more than ten projects are being implemented.
- Adept at supervising the procurement policy of an international organisation
- Communication skills with different vendors
- Procurement planning skills
- Excellent Computer skills (Word, Excel, etc)
- Excellent written and spoken fluency in English.
- Effective time management skills and ability to complete assigned tasks within deadlines.
- Must be a confident communicator and presenter.
- Strong knowledge and understanding of current procurement trends in-country.
- Self-motivated with a positive and professional approach to management.
- Understanding of the local context and risks associated with dealing with stakeholders.
- Strong initiative and follow-through, ability to shift priorities according to requirements and ability to work well under pressure.
- Prior experience working with similar multi-faceted organisations is a plus.

Safeguarding
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Educational Requirements:
Bachelor’s degree: Supply Chain Management or relevant field. A professional certification in Supply Chain Management will be desirable.

Experience Requirements:
- Seven years job experience in INGO and/or the private sector.
- Experience in developing the value chain of various good and services
- Experince in creating backward & forward linkages of good and services through domestic markets
- Experience in reporting quarterly and yearly target vs achievement financial & programmatic.
- Experince in developing trade/business strategy with Government & donors.
