Recruitment for the Position of Procurement Specialist for the Sierra Leone Digital Transformation Project.
I. Project Background
The Government of Sierra Leone (GoSL) has committed to transforming its economy based on a more inclusive and human-centric digital growth and development approach. A high-level vision for the digital economy is articulated in the new National Digital Development Policy (NDDP), which was approved by the Cabinet in December 2021 setting the GoSL's vision to transform Sierra Leone into an inclusive digital economy and society and to leverage digital technology to support the GoSL to deliver on its national development plan effectively and efficiently. The Sierra Leone Digital Transformation Project (SLDTP) aims to expand access to broadband internet, increase digital skills and improve government capacity to deliver public services digitally. The project will support the development of a strong enabling environment for the nation's digital transformation and digital development agenda as articulated in the National Digital Development Strategy.
II. Project Description
The Sierra Leone Digital Transformation Project (SLDTP) is a five-year International Development Association (IDA)-funded project supported with a US$50 million grant. The project's main implementing agency is the Ministry of Information and Communications (MIC). The proposed Project Development Objective (PDO) is to expand access to broadband internet, enhance digital skills and improve government capacity to deliver public services digitally. The SLDTP proposes four integrated and mutually reinforcing components, with a fifth component dedicated to contingent response to future emergencies (Contingent Emergency Response Component, CERC). Component 1 - Expanding Digital Access and Increasing Resilience of the Digital Environment; Component 2 - Digital Skills Development and Innovation
Component 3 - Laying Key Foundations for Digital Government Services and Systems
Component 4 - Project Management and Implementation Support; and Component 5 - Contingency Emergency Response Component (CERC).
The proposed activities integrated into Components 1, 2, and 3 are designed to support the Government in building resilient and inclusive policies by strengthening its legal and regulatory frameworks, scaling up the citizen-centric digital public service delivery by reinforcing the government portal and relevant MDAs 2 capacity. By enhancing the service delivery infrastructure and platforms, the project will support ensuring continuity of public services in times of crisis.
III. Objective
The objective of the assignment is to recruit a Procurement Specialist for the Sierra Leone Digital Transformation Project as part of the staffing for Project Coordination Unit (PCU). The overall responsibilities of the Procurement Specialist are: (i) to support the PCU, and other beneficiary institutions, such as MIC, Directorate of Science, Technology and Innovation (DSTI), National Cybersecurity Coordination Centre (NCCC) and National Commissions Authority (NaTCA), in all procurement aspects of the project in line with relevant procurement laws in Sierra Leone and the World Bank Procurement Regulations; (ii) to support the implementation of procurement activities, including recruitment of consultants and procuring goods and services, related to the Sierra Leone Digital Transformation Project; (iii) to provide on-the-job training to MIC staff to facilitate the efficient procurement arrangements for the Sierra Leone Digital Transformation Project.
IV. Scope of Tasks and Deliverables
The Procurement Specialist will work under the guidance of the PCU Coordinator of Sierra Leone Digital Transformation Project and the MIC management, liaising and working with other staff from technical implementation agencies (MIC, DSTI, NCCC and NATCA) and other beneficiary institutions. The individual will be accountable for ensuring all procurements are conducted in accordance with the World Bank Procurement Guidelines and Procedures as well as in accordance with the GoSL Public Procurement Act. The individual will transfer knowledge and expertise of the World Bank and the GoSL procurement procedures to MIC staff.
The essential duties and responsibilities listed below will be carried out in the context of providing support to MIC and PCU on full-time basis.
Specific tasks to be carried out by the individual consultant include, but are not limited to, the following components:
Procurement Process Management o Provide advice and ensure that all the procurement activities of the project conform and are compliant with the Project Implementation Manual and World Bank Procurement Guidelines; o Initiate, coordinate and prepare Procurement Plans (PPs) for procurement under the project; o Establish a simplified Procurement Tracking System for MIC for monitoring of the Program procurement activities; o Update the General Procurement Notices (GPN) annually, and Specific Procurement Notices
(SPN), and Expression of Interests (EOI) when required; o Provide procurement advice to the PIU on all aspects of Terms of Reference (TOR) and Request for Proposals (RFPs), evaluation of Expression of Interest (EOI) and Technical and Financial Proposals for selection of Consultants for Technical Assistance; o Prepare Bidding Documents for the procurement of goods and services in accordance with activities defined in the Procurement Plan for the project using the World Bank's Standard Bidding Documents, prepare Project customized Bidding Documents and Request for Proposals (RFP). This should include customized national competitive bidding (NCB) documents and standardized Forms to be used for Shopping Methods; o Handle communications relating to procurement within the project with all the technical implementing agencies and beneficiary institutions as well as with the World Bank team working on the Sierra Leone Digital Transformation Project; o Ensure that complete documentation is maintained on all procurement cases;
- Coordinate and respond to procurement queries, disputes, and complaints;
- Prepare Bid/Proposal Evaluation Reports and Award Recommendations for approval by the Procurement Committee or appropriate approving body; o Prepare Requests for No-objection for the World Bank for stages of procurement activities as required by Bank Guidelines; o Provide contract management oversight for Works and Consultancy Services Contracts; o Establish a performance monitoring database for all suppliers and consultants, and ensure timely updates of the system;
- Establish a central procurement filing system, and ensure all related documents are included in the respective files;
- Coordinate preparation of post procurement reviews by the Bank and in Bank supervision missions; o Liaise with Head of Procurement, Project Fiduciary Management Unit (PFMU) on project
- Maintain procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories, compiling data on these for internal monthly reports
procurement and any issues affecting procurement in the project; o Carry out any other periodic duties that may be assigned by the Project Manager Vendor Management
- Maintain list of vendors supplying various items; o Develop and execute measurement tools to accurately gauge vendors' performance (quality, delivery times, etc.) and communicate results internally and externally as necessary;
Procurement Reporting o Prepare and quality assure evaluation reports to submit through the Project Coordinator for onward submission to the World Bank for approval;
- Follow up with concerned government departments and the World Bank to have the evaluation reports and procurement plan/documents approved in a timely manner; o Monitor and report the procurement implementation status and progress to GoSL and the World Bank as required; o Perform other tasks as assigned by the Project Coordinator as needed by all the Units in support to achieve the highest level of compliance, customer satisfaction at an optimum cost.
Building knowledge and capacity o Build procurement management capacity in the office of the MIC and technical implementing agencies through training, on the job coaching and mentoring of procurement staff and technical staff involved in procurement processes; o Develop training plans and deliver short training sessions to staff from MIC;
- Provide guidance and technical support to the MIC on reporting requirements for Sierra Leone Digital Transformation Project; o Provide any other procurement supporting duties as may be required by the MIC management o Any other matter as delegated by the Project Manager
The Procurement Specialist shall deliver the following outputs:
- Annual Procurement Plans and monthly updates in place; o Weekly and Monthly Procurement and Contract Management status reports/updates; o Monthly update of procurement monitoring form to be provided to all user departments; o Procurement documents preparation for the supply of goods, works and services timely as the need arises; o Monthly Contracts Implementation Status reports for all contracts showing the total amount of the contract, amount already paid and balance to be paid on each contract o Regular procurement performance reports for staff participating in procurement cycle e.g. at evaluation, Contracting Management stages as well bottlenecks identified o Contracts Register in place
V. Qualifications and Experiences Education: o Advanced degree (minimum Masters degree) preferably in Procurement and/or Supply Chain Management, Business Administration, Public Administration, Economics, Development Management, Social Sciences or a related field.
Experience: o A minimum of 7 years' post qualification experience in Public Procurement practices and procedures in reputable organizations, Government agency or other donor funded projects with at least 3 years in senior management position. o Minimum of 5 years of experience in handling, managing or overseeing national procurement for World Bank or other international donor-funded or administered projects; o Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints; o Demonstrated computer skills, knowledge of Microsoft Office suite especially Word, Excel and PowerPoint; o Ability to handle multiple tasks simultaneously, set priorities, and work independently, or under minimum supervision; o Demonstrated ability to adapt to challenges and changes in the workplace. o Experience with World Bank/other Multilateral Financial Institutions procurement policies and procedures; o Familiarity with planning and holding tenders for goods, works and services o Demonstrated an experience in contract management at supervisory level; o Strong organization skills and ability to work in a team-oriented, dynamic and diverse environment; o Experience in delivering trainings and capacity-building programmes at the local level; o Demonstrated an experience in contract management at supervisory level; o Ability to lead strategic planning, results-based management and reporting procedures effectively

VI. Reporting Responsibility
The Procurement Specialist will report to the Project Coordinator of the Sierra Leone Digital Transformation Project. The individual consultant will prepare and submit to the Project Coordinator, quarterly, semi-annual and annual procurement reports as inputs into the Project Management Reports and, in addition, will prepare other reports, as and when needed.
VII. Contract Duration
The initial duration of assignment will cover a period of one year in the first instance extendable for additional one-year terms subject to successful evaluation of performance at the end of each term. The expected start date for the position is September 2023.

d) ANTI-THEFT PROTECTION: The AMI system must provide real time tampering prevention and loss analysis on the meter level and on the grid level (technical and commercial loss) and must be able to identify electricity theft by customers and remotely disconnect power supply to the customer without human intervention.
e) Remote Meter Management: The system should allow for remote upgrade of tariffs and be able to set future tariffs which automatically take effect at a predefined date.

Recruitment of Eighteen (18) Inland Valley Swamp (IVS) Technicians
1. Introduction
The Government of Sierra Leone (GoSL) has received financing from the International Fund for Agricultural Development (IFAD), Adaption Fund (AF), OPEC Fund for International Development (OFID) and Toni Blair Institute (TBI) towards the cost of Agriculture Value Chain Development Project (AVDP). The project is placed under the Ministry of Agriculture and Forestry (MAF) and managed by a Program Implementation Unit (PIU). AVDP is a six year project and will be implemented in all 15 agricultural districts of the country. The goal of AVDP is livelihoods and climate change resilience of rural farming households in Sierra Leone improved, while the project development objective (PDO) is to promote agriculture as a business for enhanced incomes and reduced rural poverty, among 42,985 rural households. Government intends to apply a portion of the proceeds of this funding to eligible payments for the engagement of Eighteen (18) IVS Technicians .
2. Specific Duties and Responsibilities
Under the Supervision of The Regional Irrigation Engineer, the IVS Technician will be required to liaise with the Ministry of Agriculture (AED) and IVS FBO/IVS Community to perform the following technical task and report:
1. Ensure that water control structures are done correctly with reference to earth work guide, design and specification.
2. Work with community beneficiary or labour force to make sure that bunds are constructed according to earth work guide, design and specification.
3. Work in collaboration with Youth contractors to mobilize members or labour for work during IVS rehabilitation.
4. In collaboration with youth contractors mark time sheet, technical field work and work achieve on a daily bases at each IVS location.
5. Update AED/MAF and AVDP Irrigation Engineer on work achieve every two weeks (biweekly report) at each IVS site.
6. Report to AED/MAF and Regional Irrigation Engineer of any mishap going on in the field.
7. In collaboration with FBO members, provide local construction materials like sand, aggregates/boulders, bamboo canes, sticks/bush pole to be used as pegs etc. free of cost during IVS rehabilitation/development.
8. In collaboration with IVS beneficiary community or labour force shall be responsible for IVS field implementation, operation and maintenance of the IVS to achieve full development/rehabilitation.
9. In consultation with the AED/MAF and AVDP Irrigation Engineer, shares progress reports of rehabilitation work with PMU/AVDP, MAF visitors, IFAD Supervision Missions.
10. Undertake and supervise labour on specialize duties related to finishing of IVS infrastructures such as: finishing of bed level of drains and canals, slicing of bunds, drains and canals, placement of boulders on the downstream end of the spillway etc.
11. Serve as site supervisor/works foreman in the absence of the AED/MAF Engineer and the AVDP IVS TEAM.
12. Participate effectively during supervision and monitoring by AVDP and MAF staff. This include the supply of information related to the work and measurements of lengths, distances and areas of infrastructures.

Job Summary:
You will provide technical analysis and project support in the area of gender and protection in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practice to technical staff, and Country Program (CP) staff to advance the delivery of high-quality programming to the poor and vulnerable. Working closely with the Regional Technical Advisor for Gender Equality, your skills and knowledge will contribute to ensuring that the CP and its projects applies innovative and best practices in gender responsive and gender transformative programming, and constantly works towards improving the impact of its benefits to those we serve.
Roles and Key Responsibilities:
- Conduct gender analyses, risk analysis, and/or other relevant studies to support CP teams in achieving technical excellence in gender and protection programming and gender integration in ongoing programs/projects.
- Provide remote and on-site support to CP teams with technical solutions for strategic planning and how best to apply standards, best practices, partnership principles, tools, and M&E to help ensure successful and high-quality implementation in gender and protection.
- Support business development, including project design and proposal review to ensure integration of gender-responsive and gender-transformative approaches and activities, as well as protection mainstreaming in programs and projects.
- Develop program/project documents and tools, as well as technical manuals or guidance, training materials, and quality improvement and assessment guidelines.
- Support capacity building initiatives in programming that include protection and gender as a cross-cutting aspect for employees and partners by helping to develop learning and training strategies and agendas and curricula, as well as conducting training and workshops and providing some mentorship.
- Prepare presentations and coordinate project communication needs through writing and editing communication resources, such as case studies, brochures, briefs, peer-reviewed articles or reports, for both internal and external audiences.
- Coordinate and/or perform various activities in support of program/project design and implementation, including but not limited to needs assessment, strategic planning, program design and proposal writing, monitoring and evaluation, and technological solutions.
- Collect and disseminate gender and protection related information and resources to CRS staff and partners and assist with organization, design and coordination of training workshops to support capacity building efforts. Identify new approaches and methods for online learning.
- Contribute to the learning agenda by researching and analyzing information, conducting literature reviews, mappings or information gathering from various internal and external sources on assigned topics. Coordinate maintenance of virtual resource and documentation databases.
- Document gender and protection success stories and lessons-learned and organize periodic learning events to share lessons with consortium members and other partners.
- Lead CP events / celebrations with the aim of advancing knowledge and impact related to gender and protection.
- Lead the CP in gender mainstreaming according to agency minimum standards through utilization of gender audits and gender action planning, including but not limited to training workshops for new and existing staff in unconscious gender bias, gender-based violence first response, and gender in human resources.
- Participate in gender community of practice for West Africa, and other gender-related learning events and training workshops.
Basic Qualifications
- Masters in international development, gender studies, social sciences, or a field(s) related to gender and/or protection required.
- Minimum of three years of relevant work experience with an international NGO, with at least one year of field-based programming experience.
- Additional experience may substitute for some education.
- General knowledge of technical principles and concepts in gender and protection
- Knowledge of program design requirements and regulations of major donors.
- Knowledge of project design and proposal development.
- Knowledge of latest technological tools that have the potential to be applied in gender and protection.
- Strong English writing skills.

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.
Action Against Hunger is recruitinga suitably qualified Sierra Leonean asa Senior ICT Officer & Energy Focal Point to manage the operation of the mission with regard to the use of information technologies (computers, internet and telecommunications) while respecting ACF standards and procedures and the security rules in force
KEY ROLES AND RESPONSIBILITIES:
- Manage the mission's computer fleet
- Ensure compliance with ICT standards on workstations (Kit Log);
- Ensure compliance with the operating rules of the antivirus, its update on the workstations, its monitoring;
- Configure the backups on the workstations and ensure that they are carried out in compliance with the standards and the backup policy;
- Ensure the maintenance of computers and check daily / monthly that preventive and corrective maintenance tasks have been carried out;
- Manage equipment assignments and all related documents;
- Monitor the repair and movement of equipment;
- Anticipate and identify needs in connection with his/her manager, participate in the development of budgets and place orders;
- Report to the hierarchy any problem related to the management of equipment;
- Ensure the follow-up of any external service providers (maintenance and repair services, etc.).
Manage the ICT Infrastructure
- Install and maintain the local networks of the mission according to the standards (kitlog);
- Check that network equipment is working properly;
- Supervise the data backup system (backup policy);
- Ensure the capitalization of the technical documentation of the network, the internet connection in order to obtain a detailed mapping;
- Carry out regular field visits.
Ensure continuous telecommunication means (internet, radio, satellite and premises)
- Ensure the functioning and monitoring of the means of communication on the mission;
- Carry out regular tests on the use of these means;
- Ensure the follow-up of local telecommunications providers (Internet, fixed and mobile telephony, etc.) and the rationalization of associated costs;
- Ensure the technological watch in terms of internet connection and means of telecommunications.
Ensure user support & trainings
- Train users in the proper use of ICT resources, the ICT basics and compliance with security rules upon arrival and at regular intervals;
- Provide users with training on equipment and applications;
- Respond to daily technical support requests;
- Participate in the capitalization of data and procedures related to the use of computer and network resources and ensure their dissemination;
- Troubleshoot common user issues;
- Provide software support to users for information and email sharing;
- Report the problems encountered and the solutions provided to the manager and team members;
- Ensure the identification of training needs, the development of training materials and their organization.
- Treat all users in a respectful and fair manner, in accordance with ACF's code of conduct and policies (gender, safeguarding, etc.).
Produce reports, analysis and improvements
- Carry out a monthly inventory and update the equipment list;
- Make an ICT activity report on a monthly basis and send it to his/her managers;
- Propose the implementation of ICT resources improving the work efficiency of users in accordance with the standards;
- Organize any donations / recycling in compliance with the standards at the end of the contract.
Supervise the ICT team
- Ensure regular points with report;
- Organize recruitment and integration into the team;
- Train and provide technical support to team members;
- Develop and monitor individual action plans;
- Manage schedules, organization and coordinate the distribution of work;
- Ensure the evaluations of the team members.
ENERGY FOCAL POINT (30% OF THE JD):
The Senior ICT officer is responsible for:
Ensure a continuous and secure power supply to ACF facilities (Infrastructures and programs)
- Lead the energy assessment of new ACF facility ensuring safety and security of ACF staff,
- Control and ensure that ACF buildings comply with the energy standard (diagnostics & recommendations);
- To do or supervise the realization of the electrical safety diagnosis at least one time per year on all ACFbuilding (office / GH)
- Control and validation of the electrical material (with the help of the energy referent)
- Ensuring that the commissioning report is shared, review and validated by the energy referent from HQ before final payment.
Define the energy needs and the means of production
- Define and improve energy requirements and production means; (realisation of the generator sizing, solar sizing)
- Audit of the future buildings in security and production means;;
- Define the budgetary needs in order to support the logistics teams in the choice of their production means solutions;
- Support to the logistic teams in the evaluation of the recycling capacities of electrical equipment;
Manage / Support the preventive and curative maintenance of the mission's electrical equipment (excluding energy sources)
- Supervise all electrical maintenance work at the GH, Coordination and Field base providing photos for the attention of the energy referent.
- Support the log teams in carrying out maintenance;
- Checking the presence of spare parts for maintenance ;
- Regular monitoring of production sources;
- Manage / Support the preventive and curative maintenance of the mission's electrical equipment (excluding energy sources)
Train users in energy activities:
- Ensure the training of guards in procedures, planning and proper use of equipment;
- Display the start/stop procedures of the equipment (generator, ...);
- Ensure the training relative to energy sufficiency and display information relative to it
Report all energy concerns (supply or safety) to the Energy referent from HQ
Gender Action
- Help ensure all aspects of Action Against Hunger activities adhere to program quality standards and policies (accountability and mainstreaming) in a coherent and integrated manner.

QUALIFICATIONS
- Diploma/Certificate or degree in Information and communication technology, or other ICT related sciences
- Good knowledge of the Windows operating environment (Windows operating systems) and Microsoft Office (suits)
- Good knowledge of ICT equipment and repairing technical ICT problems
- Good knowledge of networks and wireless technologies.
