THE NATIONAL COMMISSION FOR SOCIAL ACTION (NaCSA) IS SOLICITING APPLICATIONS FOR THE POSITION OF
PROJECT OFFICER: Information, Education & Communication (IEC)


The Social Safety Net Program is a community support project signed between the Government of Sierra Leone and two (2) of the country’s major donor partners- World Bank and UNICEF, which aims at improving the livelihood of extremely poor households and vulnerable communities, through quarterly unconditional cash transfers to these beneficiaries in targeted communities across the country. The program gives priority to female heads of households who are vulnerable victims of extreme poverty and social injustice. The initial quarterly cash incentive was pegged at Le 195,000 per household but was later increased to Le 250,000 due to the rising cost of living and other exogenous factors.
NaCSA is the implementing agent for this project and part of this mandate includes the quality assurance aspect of which the Project Officer IEC is charged with the responsibility of ensuring that the outcome is achieved project with expected result.
Scope
The Project Officer, Information, Education & Communication shall work under the supervision of the Senior Director Programme Development & Quality Assurance. He / She will serve as the principal Information and Communications officer and will support the development of a strategy to disseminate accurate information, through multimedia and its related activities for the implementation of all NaCSA Projects.
The specific duties and responsibilities of the successful candidate are as follows:
- Lead the process of collating and packaging information on NaCSA activities in and appropriate format for access by the general public;
- Support the Programme Manager IEC on all NaCSA outreach programmes;
- Support the process of collecting and documenting feedback from communities and the general public on NaCSA projects for the purpose of Programme Management’s decision making;
- Supports the Programme Manager in the proper functioning of the Information Centre, including ensuring appropriate display of information materials at regional level;
- In collaboration with the PM IEC, establish an outreach structure that will involve stakeholders at all levels of society;
- Support the Knowledge Management Process in the IEC Unit and of the Commission;
- Working with the PM,IEC, supervise the development and production of documentaries and Audio-Visual materials for use at meetings, in workshops at Regional, District and community levels on all projects (e.g. for power point presentations);
- Facilitate and help to ensure the regular coverage of newsworthy activities of the NaCSA over the print and electronic media;
- Produce Newsletters for the project and documentaries with support from the PM IEC;
- Ensuring professional working relationship with all media institutions;
- Protect the Commission’s interest at all times;
- Perform any other duties assigned by the Commissioner/Line Manager from time to time.
Qualifications: University degree in Mass Communication Management or Diploma in a related field with up to ten (10) years or more experience in the IEC area including sound knowledge of Photography, Picture Display, and Audio Visual Work.
Experience:
Essential:
a. Experience in digitally editing still pictures and other graphic materials as well as sort audio/visual materials for use during presentations and other meetings on behalf of the Commission as may be required for use
b. Experience in analysing and writing reports on development issues, especially projects, environmental and social issues
c. Knowledge and experience of preparing commercials and radio jingles and communication strategy with good writing skills.
d. Fluency in English language with excellent Communication, presentation and interpersonal skills.
e. Knowledge and experience of media codes of ethics.
f. Readiness to travel extensively in rural areas
g. Excellent IT skills and familiarity with Microsoft Office Package.
