THE NATIONAL COMMISSION FOR SOCIAL ACTION (NaCSA) IS SOLICITING APPLICATIONS FOR THE POSITION OF
SYSTEMS OFFICER


The Social Safety Net Program is a community support project signed between the Government of Sierra Leone and two (2) of the country’s major donor partners- World Bank and UNICEF, which aims at improving the livelihood of extremely poor households and vulnerable communities, through quarterly unconditional cash transfers to these beneficiaries in targeted communities across the country. The program gives priority to female heads of households who are vulnerable victims of extreme poverty and social injustice. The initial quarterly cash incentive was pegged at Le 195,000 per household but was later increased to Le 250,000 due to the rising cost of living and other exogenous factors.
NaCSA is the implementing agent for this project and part of this mandate includes the quality assurance aspect of which the Systems Officer is charged with the responsibility of ensuring that the project outcome is achieved with expected result.
Scope of the services
The Systems Officer shall work under the supervision of the Director, National Social Protection Secretariat and the Systems Specialist. The Systems Officer will administer and maintain all aspect of the projects database and ensure adherence to IT policies during the implementation of the Project.
Providing Technical and Operational Leadership for the Design, Administration and Maintenance of the Secretariat IT System/MIS
- Assist NaCSA in designing and implementing a suitable IT Infrastructure / MIS for the Secretariat and the Projects activities;
- Administer and maintain all aspects of the MIS (including beneficiary registry and program databases as delegated or in the absence of the Systems Specialist.
- Liaise with other agencies and partners as requested by management to ensure to accessibility and appropriate use of the registry by other programs;
- Assist with the review of monthly and quarterly Monitoring and Evaluation reports from regional offices and develop software programmes for consolidating and coordinating the preparation of specialized auto-generated reports based on existing data as would be request by management;
- Monitor, update, collate and ensure the integrity of the data on beneficiaries collated in the regions;
- Assist with the preparation of monthly and quarterly analytical reports on the programme’s progress and impact on the relevant stakeholders and beneficiaries;
- Assist with the designing and guidance of the implementation of concurrent beneficiary opinion polls for accurate and correct information on the stakeholders’ attitudes towards the programme;
- Configure and manage Smartphone and other technological devices used in HQ, regional, and district offices and in the field.
- Supervise and service the Monitoring and Evaluation aspect of the database at all levels;
- Oversee any third-party development and maintenance of NaCSA’s website, including upgrading modules and core functionality, and analyzing/diagnosing of website issues;
- Maintain open communication with other technology teams and planning committees to assure efficient processes are implemented and to coordinate projects with overlapping responsibilities;
- Implement, operate and maintain NaCSA’s wired and wireless telecommunications systems for voice, data and video;
- Protect the Commission’s interest at all times;
- Perform any other duties assigned by the Commissioner or Supervisor.
Minimum Academic Qualifications and Work Experience
- A BSc. Degree in Computer Science/Information Systems
- At least five (5) years professional work experience in the computing field
- At least two (2) years professional work experience specific to system designs and architecture
- At least two (2) years’ experience managing an I.T. team
SKILLS AND KNOWLEDGE
- Experience of supporting information systems preferably covering systems management and service management
- Evidence of writing and implementing operational process / procedures
- Understanding of data quality issues and relevant audit processes
- Practical relational database and business intelligence skills
- Good interpersonal / communication skills and the ability to explain technical information to a non-technical audience
- Software testing methods
- Analytical approach to problem solving
- Willingness to learn new skills
- Experience of working to and meeting deadlines
- Ensure adequate network security (including firewalls, routers) and efficiency of the internet connection is maintained;
- Install, configure, and maintain system and user defined software applications;
- Build NaCSA staff’s capacity and support end user issues;
- Evaluate and develop new and improved hardware solutions and systems;
- Serve as a specialized support resource for NaCSA, including purchasing hardware and software, setting up and diagnosing/analyzing computer issues, and answering specialized questions as needed;
The Systems Officer will support the Systems Specialist in identifying and monitoring data quality issues to agreed standards; to support agreed action, enforce standards to ensure consistency where appropriate, and also to undertake other appropriate duties as agreed from time to time as are consistent with the responsibilities and scale of the post.
Essential:
a. Fluency in English language with excellent Communication, presentation and interpersonal skills.
b. Knowledge and experience of working in a donor environment
c. Readiness to travel extensively in rural areas
d. Excellent IT skills and familiarity with Microsoft Office Package.
e. Strong problem-solving and analytical skills are needed in this occupation
