The Ministry of Lands, Housing and Country Planning (MLHCP), through the Government of Sierra Leonehas receivedfinancing from the World Bank towards the cost of the Sierra Leone Land Administration Project (SLLAP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the “Coordination of Recording and Registration of Land Tenure Rights”. Theestimated level of effort (professional staff-months) for this assignment is sixty (60) months. The assignment is expected to be implemented within a period of sixty (60) months; commencing the15th ofNovember, 2023 and ending on the 14thNovember, 2028.

The Ministry of Lands, Housing and Country Planning (MLHCP) through the Sierra Leone Land Administration Project (SLLAP) now invites eligible Consulting Firms, (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: Relevance ofCore Business and years in business, relevant experience as a firm, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at this stage (shortlisting stage).

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignmentas per paragraph 3.17ofthe Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or asub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)Methodset out in the Procurement Regulations.
