The Chief Executive Officer of the National Public Procurement Authority (NPPA) Brima Swarray has informed the ongoing budget hearing committee that his institution needs four billion two hundred million Leones (Le4.2Bn) for next year financial year.

 

According to him, NPPA is in need of the said amount in order to enable them effectively and efficiently supervise and monitor every public procurement process of the government. The C.E.O. has reiterated the need for NPPA to monitor procurement processes of Ministries, Departments and Agencies (MDAs) from the onset to ensure rules and regulations are followed.

He informed the house that, his institution has eliminated all forms of duty waivers that reached them as they want to ensure MDAs set the platform to allow all bidders to compete fairly.

Brima Swaray emphasized on his institution’s enforcement of quarterly price norms that would continue to serve as guides to MDAs while the organization’s bulletin continues to inform members of the public about what they are doing as far as procurement process is concerned.

According to him, MDAs would no longer be allowed to change the goal post in the middle of the game, as his institution will conduct reviews to ensure due processes are followed.

This, he said, would help to create value for money in the procurement process as NPPA has helped to save a little over US$65 billion through different procurement activities conducted by MDAs since June 2018.

The procurement process accounts for over 70 percent of government budgetary spending.
